The Civil Service Commission issued a memorandum stating the interim guidelines for alternative work arrangements and support mechanisms for government workers after the country declared a State of Public Health Emergency due to the Coronavirus Disease 2019.
Memorandum Circular No. 7 covers all government agencies namely constitutional bodies, departments, bureaus, agencies of the government, government-owned or controlled corporations with original charters, local government units, and state universities and colleges.
Under the memorandum, government agencies may adopt both or either of the four-day work week or the shifting arrangement.
Both arrangements still meet the required 40 hours of work per week.
Workers providing essential services such as health workers and frontline service providers must be given support mechanisms.
The memo states that alternative work arrangements shall be adopted for the duration of the State of Public Health Emergency.
